Core Agreement (February 10, 2026)
Pakistan and DFINITY signed an MoU to build sovereign AI-native digital infrastructure. The aim is to keep sensitive data and computing inside Pakistan, reduce dependence on foreign cloud providers (such as AWS or Google Cloud), and support secure, resilient software for government, education, and the private sector.
Main components:
- Pakistan Subnet / Pakistan Cloud Engine** — A dedicated sovereign subnet (cloud engine) on the Internet Computer. It runs on nodes that keep data and compute residency in Pakistan. It is designed as a tamper-resistant, serverless cloud for national-scale applications and AI systems.
- National Messenger App (also called ChatT or the Pakistan National Messenger) — A sovereign messaging platform featuring on-chain identity, end-to-end encryption, and audio/video calling. By later in 2026 it was reported as nearly feature-complete, with native iOS and Android versions in testing.
- 1,500 Caffeine AI licenses — Access to Caffeine, DFINITY’s AI app-building platform. Users describe what they want in natural language, and the system generates and deploys production-ready apps on ICP. The licenses support government teams, academia, entrepreneurs, and capacity-building.
- Local DFINITY presence in Pakistan for ongoing support.
- Broader capacity-building across government, education, and the private sector.
Pakistan has been described as the first country to deploy a decentralized sovereign cloud at nation-state scale using this model (following a similar Swiss Subnet).
Progress in 2026
- By September 2026, the first major government application built with Caffeine was running stably in production, with a second app preparing to launch. The National Messenger was close to feature completion.
- The Pakistan Cloud Engine is used for live government apps, with data and software remaining in-country.
- High-level meetings continued (including one in late October 2026 in Dubai involving PDA Chairperson Dr. Sohail Munir, Dominic Williams, and Pierre Samaties). Discussions covered expanding Cloud Engines, piloting Open SaaS, and setting up a sovereign AI Factory to produce production-grade public-sector software on the PDA Cloud Engine.
- The work has also been linked to the UNDP adopting Pakistan’s sovereign Cloud Engines approach.
Why It Matters
ICP’s design (canisters, Chain Key cryptography, reverse-gas model, and Cloud Engines) lets a country configure private/sovereign subnets with chosen node providers and locations. This offers strong guarantees of tamper-resistance and resilience without relying on a single foreign cloud vendor. Caffeine lowers the barrier by allowing teams to build and deploy apps through natural-language descriptions rather than large traditional engineering efforts.
The partnership is active and expanding into further AI and government software initiatives as of late October 2026.
